乳制品产业是食品工业的关键组成部分。其质量安全直接关系到消费者健康。本文通过构建危害分析与关键控制点(Hazard Analysis and Critical Control Point,HACCP)体系运行实效评估框架,深入剖析当前乳制品企业在实施过程中存在的关键控制点设置与危害分析深度不足、监控程序执行偏差与纠偏机制响应迟缓、验证活动流于形式与改进机制缺失等核心问题,并针对性提出危害预测模型驱动的前置化风险管控、全链条协同的智能化追溯体系构建、知识图谱支撑的专家决策辅助系统开发等策略,旨在实现HACCP体系从合规性管理向预防性管控转变,为乳制品企业食品安全管理能力提升提供技术支撑和实践路径。
Abstract:As a key component of the food industry, the quality and safety of the dairy sector are directly related to consumers' health. By constructing an evaluation framework for the operational effectiveness of the Hazard Analysis and Critical Control Points(HACCP) system, this study conducts an in-depth analysis of core issues existing in the implementation process of current dairy enterprises, including insufficient depth in the setting of critical control points and hazard analysis, deviations in the execution of monitoring procedures coupled with delayed responses of corrective action mechanisms, formalistic verification activities, and the lack of continuous improvement mechanisms. To address these challenges, the research proposes targeted strategies: hazard prediction model-driven proactive risk management, construction of an intelligent traceability system based on full-chain collaboration, development of an expert decision support system supported by knowledge graphs. The aim is to realize a shift from compliance-based management to preventive control in the HACCP system, thereby providing technical support and practical pathways for dairy enterprises to enhance their food safety management capabilities.
